He is a deputy to the National People’s Congress, and the Party secretary and chairman of China MCC22 Group, which belongs to China Minmetals, when he was interviewed by the reporter of China Metallurgical News.

This year’s Government Work Report specifically mentioned that it is necessary to deeply implement the demonstration projects of advanced green and low – carbon technologies, and cultivate new growth points such as green buildings. “As a representative of a central – owned construction enterprise, and also serving in the steel industry, I have been thinking about the issue of the deep integration of steel and construction industries. The Government Work Report has pointed out the direction for us,” he said. The development of steel – structured houses urgently needs legal support. “This is the third consecutive year that I have put forward suggestions regarding steel – structured houses. This time, I have brought forward the suggestion that the laws and regulations regarding prefabricated steel – structured houses need to be improved, with an emphasis on the top – level design,” said Yuan Silang. “The development of prefabricated steel – structured houses not only broadens the application scenarios of steel, but also promotes the resolution of steel overcapacity.”

The Government Work Report proposed to promote the construction of “good houses” that are safe, comfortable, green, and intelligent. In Yuan Silang’s view, the functions, safety, and other aspects of prefabricated steel – structured houses are in line with the concept of “good houses” put forward by the central government, which will bring great development opportunities to the construction industry. However, currently, the market penetration rate of steel – structured houses in China is less than 1%, which has a significant gap compared with the level of over 40% in developed countries. The high – quality promotion of steel – structured houses is facing core bottlenecks such as the lag in the application of laws, the disconnection of regulatory mechanisms, the imbalance of incentive and restraint mechanisms, and the insufficient coordination between the central and local governments. “I think the most important thing now is to improve the legislation from the legal level,” emphasized Yuan Silang. First, China’s existing building laws and regulations, such as the Building Law, pay more attention to traditional buildings, such as traditional brick – concrete or reinforced concrete structures, and lack clear regulations on the special design requirements, construction techniques, acceptance standards, etc. of prefabricated steel – structured houses. Second, the existing regulatory system does not cover the special links such as the production, installation, transportation, and on – site assembly of prefabricated steel – structured houses, lacking the whole – life – cycle supervision. Third, the existing incentive and restraint mechanism is not perfect, lacking effective measures and disciplinary means. Although the government has introduced capital subsidy and tax – preference policies, these support measures are more reflected at the policy level, lacking the long – term legal guarantee and institutional support.

“I believe that with the support of the government and the active actions of enterprises, prefabricated steel – structured houses will definitely be promoted,” said Yuan Silang. Yuan Silang told the reporter of China Metallurgical News that at this year’s Two Sessions, he also submitted a bill on amending the Law of the People’s Republic of China on State – owned Assets of Enterprises, and the amendment of this law has been included in the legislative plan of the Standing Committee of the 14th National People’s Congress.
